PROGRAM ANALYST (FLEET INDIVIDUAL TRAINING)

You will serve as a PROGRAM ANALYLST (FLEET INDIVIDUAL TRAINING) in the DIRECTOR, MARITIME HEADQUARTERS, FLT PERS DEVELOPMENT & ALLOCATION DIV of COMMANDER US FLEET FORCES COMMAND.


  • You will serve as a program analyst for the Programming and resourcing branch of the USFF N1T/RRL directorate.
  • You will develop, review, priorities, and integrate Fleet individual training requirements for submission to OPNAV’s POM (cycle) process.
  • You will facilitate Fleet participation in the POM Student Input Plan (SIP) development.
  • You will serve as a financial analyst for the Ready Relevant Learning (RRL) account.
  • You will be responsible for developing phasing plans for the budge year, tracking the obligation and execution of funds in execution, generating funding documents to commit funds for contracting actions.
  • You will provide future year budget projections to support contract requirements.
  • You will conduct quality reviews and advise on individual training programs that impact Fleet readiness and mission performance.
  • You will plan, develop, and execute long term strategic programs for individual training.

Requirements

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing planning, programming, and budgeting systems and processes, including demonstrated familiarity with the use of the Department of the Navy Program and Budget Information System application, the Navy's Program Objective Memorandum process, Naval Training Systems Plans, and of other references or processes required to identify, develop, and validate resources and costs associated with future individual training requirements. Experience analyzing complex (i.e., Fleet-wide, ranging across warfare domains and Navy mission areas) program changes and future program requirements, for the purpose of developing individual training requirements and programming issues, long term plans, and recommended alternative actions. Experience applying qualitative and quantitative management principles and techniques to develop models for systems performance, effectiveness, and optimization. Experience preparing project papers, senior management level briefings, and presentations on issues that impact DoN transformation efforts, and Manpower, Personnel, Training, and Education matters. Experience presenting and translating execution-level program details into senior manager products and deliverables for decision and action.
