Referral Consultant Supervisor



The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of New York Citys children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agencys Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
Under the leadership of the Borough Deputy Director of Referral Consulting, the Referral Consultant Supervisor provides consultation to the DCP/CPS team on individual cases with the goal of matching the family with the most appropriate program model. The Referral Consultants are in-house experts in the Preventive Service model continuum.
Responsibilities include:
Works closely with the Borough leadership, is responsible for the supervision of the Referral Consulting team, using qualitative and quantitative data from the referral log to manage referral activity, utilization and productivity.
Closely collaborate with the Strategy Planning and analysis (SPA) team in collecting, analyzing and presenting data used in assessing the overall function of the Referral Management team; and be available to present this data to the Associate Commissioner of Referral Management, to manage provider and unit performance.
As required, will represent the Referral Management team at various meetings with both internal and external stakeholders using key performance matrix to reflect the work of the Referral Management team.
Developing expertise in the continuum of Prevention Services with a specific focus on Evidence Based Models
Providing individual case consultations to DCP/CPS teams and the Prevention Providers and assessing the familys service needs in order to match the family with a Prevention Program type in the community.
Collecting data and conducting quantitative and qualitative data analysis, to support DPS policy and program development efforts and using data to make recommendations to DPS and cross-divisional leadership
Drafting memos, reports, briefings, presentations, and other documents for internal and external stakeholders; acting as a strategic partner in the design and development of the Departments strategic initiatives.
Serving as a critical member of a citywide team of Referral Consultants and works closely with the DCP leadership of an assigned zone. As well as participating in and support cross-divisional and external projects with various stakeholders.
Tracking consultations with the CPS team and work closely with the Data processing team to ensure accurate reporting of referral activities. Ensure that Referrals are ready by reviewing Prevention History (PROMIS), CWS history (CNNX), court involvement etc.
Co-facilitating trainings to CPS regarding the Prevention referral process
Attending Zone debriefing and Prevention Quarterly meetings
Adhering to NYC Citytime regulations.
Actively participating in group and individual supervision.
May be required to perform other duties not including and/or limited to the ones described above.

Requirements


1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
