Supervisory Program Analyst
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as the Chief of the Theater Programming Branch and works under the general direction of the division chief in the Headquarters US European Command (HQ EUCOM).
- Provide broad administrative direction and outlines general guidance on mission and program concepts.
- Provide expert-level advice on all elements of planning, programming, and budgeting across all levels of the command and across staff directorates, service components, Joint Staff, and OSD
- Coordinate with service component commands and various supporting commands to provide command guidance, identify program requirements, and ensure resources are aligned to command priorities.
- Serve as a branch chief, supervising military and civilian employees.
- Plan, assign, and prioritize work based on command priorities, the complexity of work assignments, and the capabilities and job descriptions of individual employees.
- Reviews work in progress, completed work, and accomplishments for effectiveness of operations, thoroughness of treatments, soundness of project and plans, and timelines and policy compliance.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: (1) Leading command-level planning, programming, and budgeting activities, including developing and defending resource requirements during OSD Program and Budget Review; (2) Analyzing policy, congressional actions, and senior-level guidance to determine impacts on theater programs, resources, and strategic priorities; (3) Developing theater-wide resource guidance and strategic resourcing products, such as POM guidance, unfunded priorities, and major initiative justifications; and (4) Supervising military and civilian personnel in planning, assigning, and evaluating work to meet mission requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
